Utah's 2004 Proclamation is available online. As I read it there will not be a non-resident Rocky tag this year. Is that what everyone else thinks?

The asterisk seems clear...but there are so many typos and/or formatting errors in the sheep tables, who could be sure?

I believe last year was the first year it was availble to non residents.

Yep ... Utah 2004 Big Game Proclamation has been posted online and it is true that there will be no non-resident Rocky tag this year. Nine resident permits.
