New for 2009:

Hunting Pamphlets Available Earlier (mid-April)

Special Permit Applications Due Sooner (May 20)

Starting in 2009, the Department will publish the hunting pamphlets in-house. This will allow for the pamphlet to be available nearly one month earlier. Since the pamphlets will be available sooner special permit applications can be submitted beginning April 20 and will be due by midnight on May 20. Drawing results will be available before the end of June instead of July.

The application submission period for the deer, elk, mountain goat, moose, bighorn sheep, and turkey drawings is April 20 to midnight May 20, 2009. After that time, special hunt permit application submissions are not accepted.

The cost for a special permit application is $5.48 for residents, $54.75 for non-residents, and $3.29 for youth.

A weighted-point permit drawing system is used, which gives applicants who were not selected in the past a better chance to be awarded a permit in the future. It is based on the application history of each applicant. Each year, those who are not selected for a permit earn a point. Points accumulate in each species category. When a hunter is selected, the hunter's point total for that species drops to zero. Everyone has a chance to be selected, but those with more points have a better chance of being awarded a permit.

For anyone interested in statistics / data, the below has been posted...

For the 2009 Special Hunt Permit Drawing in Washington, specific to Bighorn Sheep:
- The permit quota was 40
- Permits issues was 40
- Total # of applicants was 14,338
- Average winner points was 8.90 (Just FYI - Having 13 points going in to the '09 draw was the max.)
- Selected for their 1st choice was 24
- Selected for their 2nd choice was 5
- Selected for their 3rd choice was 3
- Selected for their 4th choice was 8
