XXIII. SPORTSMAN PERMITS R657-41 & R657-42 (1) One 2007 Sportsman Permit is offered to residents through a drawing for each of the following species: desert bighorn ram, buck deer, bull elk, bull moose, hunter’s choice bison, hunter’s choice Rocky Mountain goat, Rocky Mountain bighorn sheep (ram), buck pronghorn, black bear, cougar, Sandhill Crane, and wild turkey. (2) The application period for Sportsman permits is November 1–15, 2006. (3)(a) Applications must be submitted in one of the following ways: (i) through the mail to: UTAH WILDLIFE ADMINISTRATIVE SERVICES, PO BOX 30389, SALT LAKE CITY, UTAH 84130-0389; or (ii) through an overnight mail service to: UTAH WILDLIFE ADMINISTRATIVE SERVICES, 185 N MAINE ST, FALLON, NEVADA 89406; or (iii) through the Division’s Internet address: wildlife.utah.gov. (b) Applications must be received at the Utah Wildlife Administrative Services' P.O. Box, through an overnight mail service at the Utah Wildlife Administrative Services' street address no later than 5 p.m. on November 15, 2006, or through the Division’s Internet address no later than 11 p.m. on November 15, 2006. Allow the Post Office time to process the mail. This is not a drop box. The Division of Wildlife Resources cannot guarantee delivery. Check with your local postmaster for service. Overnight mail cannot be delivered to a Post Office box. (c) The opportunity to correct an error is not guaranteed. The Division reserves the right to correct applications without sending a correction letter. (4) Applicants must submit a $5 nonrefundable handling fee for each species with the application. Fees for the permits are collected from successful applicants after the drawing. (5) Applications filled out incorrectly or received later than November 15, 2006 will not be considered in the drawing. (6)(a) Late applications received by November 21, 2006 will not be considered in the drawing, but will be processed for the purpose of entering data into the Division’s draw database to provide: (i) future preprinted applications; (ii) notification by mail of late application and other draw opportunities; and (iii) re-evaluation on Division or third-party errors. (b) The $5 handling fee will be used to process the late application. (c) Late applications received after November 21, 2006 will not be processed and will be returned. (7)(a) Personal checks, business checks, money orders, cashier's checks, and American Express, Discover, MasterCard and VISA credit or debit cards are accepted. (b) Personal and business checks drawn on an out-of-state account are not accepted. (c) Third-party checks are not accepted. (d) All payments must be made payable to the Utah Division of Wildlife Resources. (8)(a) Credit and debit cards must be valid at least 30 days after the drawing results are posted. (b) Handling fees and donations are charged to the credit or debit card when the application is processed. (9)(a) An application is voidable if the check is returned unpaid from the bank, or the credit or debit card is invalid or refused. (b) The Division charges a $20 returned check collection fee for any check returned unpaid. (10)(a) A license or permit is voidable if the check is returned unpaid from the bank, or the credit or debit card is invalid or refused. (b) The Division may make attempt to contact the successful applicant by phone or mail to collect payment prior to voiding the permit. (c) The Division shall reinstate the applicant’s bonus points or preference points, whichever is applicable, and waive waiting periods, if applicable, when voiding a permit in accordance with Subsection (b). (d) A permit which is deemed void in accordance with Subsection (b) may be reissued by the Division to the next person listed on the alternate drawing list. (11) A person may withdraw their application for the sportsman permit drawing by requesting such in writing by November 21, 2006. (12) The applicant must send their notarized signature with a statement requesting that their application be withdrawn to: Utah Wildlife Administrative Services, P.O. Box 30389, Salt Lake City, Utah 84130-0389. (13) A person may not amend a withdrawn application, nor reapply after the application has been withdrawn. (14) Handling fees will not be refunded and preference points will not be awarded. (15) A license or permit received by a person shall be deemed invalid if payment is not received for that license or permit, or a check is returned unpaid from the bank or the credit or debit card is invalid or refused. (16) Hunting with a permit where payment has not been received for that permit constitutes a violation of hunting without a valid permit. (17) To apply for a resident permit, a person must be a resident at the time of purchase. (18) The posting date of the drawing shall be considered the purchase date of a permit. (19) The drawing for 2007 Sportsman permits will be posted by December 6, 2006. Successful applicants are notified by mail. (20)(a) A Sportsman permit allows a person to hunt the respective species during the following season dates: (i) big game species on any open unit (except Pilot Mountain for elk and Pine Valley, Virgin River for desert bighorn sheep) with archery equipment during the general archery season published in the big game proclamation for the unit beginning before September 1, and with any weapon from September 1 through December 31, except pronghorn and moose from September 1 through November 15; (ii) turkey on any open unit from April 1 through May 31; (iii) any other small game species on any open unit during the season authorized by the Wildlife Board; (iv) bear on any open unit during the season authorized by the Wildlife Board for that unit; (v) cougar on any open unit during the season authorized by the Wildlife Board for that unit and during the season dates authorized by the Wildlife Board on any harvest objective unit that has been closed by meeting its objective. (b) Antelope Island is not an open unit for hunting any species of wildlife authorized by a Conservation or Sportsman permit. (21) Bonus points shall not be awarded or utilized when applying for, or in obtaining, Sportsman permits. (22) Any person who applies for or obtains a Sportsman permit is subject to all waiting periods and exceptions as provided under Section XV.I. Waiting Periods. | |||

Sportsman Permit season dates vary, but in many cases they're longer than the regular season. Hunters may hunt on any unit open for the respective species, except Antelope Island for bison; the Pilot Mountain unit for elk; and the Pine Valley, Virgin River unit for desert bighorn sheep. "The long season dates and ability to hunt every open hunting unit in the state except three make Sportsman permits a highly prized item," says Judi Tutorow, wildlife licensing coordinator for the Division of Wildlife Resources. Beginning Nov. 1, hunters who have a major credit card can apply for a Sportsman Permit online at this Web site. Hunters who don't have a major credit card must mail their application in. Sportsman Permit applications will be available by Nov. 1 from almost 400 hunting and fishing license agents statewide and the DWR's six offices. Applications submitted through the DWR's Web site must be received no later than 11 p.m. on Nov. 15 to be entered in the draw for permits. Mail-in applications must be received no later than 5 p.m. on Nov. 15. "Those who don't apply on the Internet are reminded that it will take a few days for their application to arrive through the mail and to mail it as far in advance of the Nov. 15 date as possible," Tutorow said. She also reminds hunters that a $5 nonrefundable handling fee is required for each species a hunter applies for. Results of the 2007 Sportsman Permit Draw will be posted by Dec. 6. Successful applicants will also receive a letter that lets them know they drew a permit.
