The application period for Idaho mountain goat, bighorn sheep (Idaho has both California and Rocky Mountain bighorns), and moose controlled hunts will be April 1 through 30, 2007. Remember, you can only apply for one of the above three species in the Idaho draw.

You must purchase a hunting license in order to enter the Idaho draw. The 2007 cost is $141.50 for nonresidents. A form for mail order of that license, for nonresidents, for 2007 is available for download and/or printing at: http://fishandgame.idaho.gov/cms/licenses/apps/nonres_app.pdf

There is a large misconception that Idaho offers better non-resident odds than other states because a person must choose 1 specie to apply for. In reality, the odds are fairly steep. With Idaho's draw system, calculating non-resident odds is virtually impossible. However, one can look at the total non-resident applicants versus the number of non-resident permits drawn. In 2006, there were 1245 non-resident Rocky Mtn. applications which yielded 6 permits (207.5 to 1). For California sheep there were 210 non-resident applicants which resulted in 2 tags being drawn (105 to 1). Just thought I provide this before someone plunks down $141.50, thinking that they have 20 to 1 odds or better.

I just pulled the 2006 draw results out of a file and some units, which were not open to nonresidents had many nonresidents apply. If you look at the individual units some units due offer good odds of drawing. The people that applied for the units that were not open to nonresidents basically just donated to the game and fish department.

In Idaho, there is no set non-resident quota for a particular unit. Non-residents can draw "up to 10 percent" of the sheep permits. You never know what areas will be drawn for non-residents. If the ten percent cap has been met you could be the next person out of the hat, and not get a permit because it has to go to a resident. Like I said in my previous post, in Idaho you just have to pick a unit and hope for the best. Just because a unit gave a non-resident permit in 2006 is no guarantee that a permit will be available in 2007. Hope this helps.

Application Hours: Applications may be processed over the telephone from 5:00 a.m. to 1:00 a.m., midnight Mountain Time, April 1 through midnight April 30. Online Internet applications are available. Look under the “License” section of “Hunting” on the IDFG website, http://fishandgame.idaho.gov
Telephone applications: Applications for controlled hunts for moose, bighorn sheep, or mountain goat can be placed over the phone by calling 1-800-55 HUNT 5 (554-8685). Fees must be paid by either Visa, MasterCard or Discover. Telephone applications are processed by an independent contractor. The charge for processing telephone applications is three percent (3%) of the transaction ($4.94 for residents and $45.44 for nonresidents) plus $3.50. These charges will be explained by operators before the transaction is completed. This fee is in addition to the $6.25 (per person, per species) nonrefundable application fee and the tag fee.
Applications will be taken electronically at all IDFG license vendor locations in Idaho beginning April 1, through midnight April 30, or the vendor’s normal closing time.
