Oregon big game permit applications are due by May 15th. You have to do paperwork and mail or fax it in, no on-line system available. You must purchase the hunting license to enter the drawing. There is no bonus or preference point system in place for sheep / goats. Oregon has both California Bighorns and Rocky Mountain Bighorns (both species available to non-residents as well as residents) plus Mountain Goats (resident only).
